Privacy Notice - Home Upgrade Grant (HUG2)
Please read the following Privacy Notice carefully.
The purpose of this Privacy Notice is to explain how and for what purposes we process your personal data. It applies to personal data that is processed electronically and on paper.
Why we are collecting your data
Basildon Borough Council is a data controller. This means we need to collect your personal data so that we can effectively process applications for energy efficiency measures under the Home Upgrade Grant (HUG2). HUG2 is a government scheme awarding grants to local authorities (LAs) for energy efficiency and clean heating upgrades in owner occupied and private rented sector fuel poor homes.
Information collected
ln order to provide access to the HUG2 grant funding scheme it is necessary for us to collect and hold personal information about you. This information will include.
- Basic details about you such as name, sex, address, postcode and relevant contact information, (telephone number and/or email address) and financial eligibility.
- Details of the measures applied for and installed at the property under the HUG2 scheme, including type, size, cost and installer details
- Details of the amount of grant award and any financial contribution which may have been necessary from the homeowner.
- Contact we have had with you, such as home visits, meetings, telephone calls.
- Certain sensitive information such as ethnic origin and physical or mental health Information.

The basis for the processing
Consent: the individual has given clear consent for the Council (directly or via their delivery partner E.ON) to process their personal data for a specific purpose.
Contract: the processing is necessary in order to ensure that the grant award is appropriate and complies with the eligibility requirements as set out by the relevant government department (Department for Energy Security and Net Zero)
Who your information will be shared with
- Selected delivery partners - these include energy companies and installers, who will use the information to inform delivery of their obligation or allocated funding. This will most likely involve liaising with you to arrange survey or inspection and if appropriate, installation of the relevant energy efficiency measure.
- Other providers of support and advice, as agreed with you, who will use your information to contact you to offer additional services that you may benefit from.
- Department for Energy Security and Net Zero and their partners to demonstrate that the grant funding has been spent in accordance with scheme requirements.
- Finance and Internal Audit to enable the appropriate management of funds.
We will never sell your data, however it will be shared with third parties to:
- Comply with legal obligations and delivery of grant funding requirements.
- Help delivery partners, and installers to deliver any installations funded under the scheme.
- To help if there is need of any professional or legal advice on a matter relating to your grant application.
- To help prevent fraud and/or tackle crime.
- To improve and optimise the performance of our services.
To protect public safety.
Provide accurate information
We need to hold accurate and up to date information about you so that we can deliver appropriate services. If any of your details change, you need to tell us as soon as possible so that we can update your records.
We will not:
- Use your information for marketing or sales purposes without your prior explicit consent
- Send or store your data abroad unless it meets the requirements of the Data Protection regulations
- Make decisions about you based on automated processing
How long will we hold your data for?
We will only keep your information for the minimum period necessary. The information outlined in this privacy notice will be kept for seven years.
All information will be held securely and destroyed under confidential conditions.
Your rights
You have the right to access the personal information we hold about you. Any access requests are free of charge.
If the information we hold about you is inaccurate, you have a right to have this corrected and you have the right to request completion of incomplete data.
You have the right to ask us to erase your personal data in certain circumstances ('right to be forgotten').
You have the right to ask us to stop or restrict the processing of your personal data, in certain circumstances. Where possible, we will seek to comply with your request, but we may need to hold or process information to comply with a legal requirement.
