Fit and proper person registration - Mobile home and caravan site managers
The Mobile Homes (Requirement for Manager of Site to be a Fit and Proper Person) (England) Regulations 2020, require the manager of a mobile home or caravan site to be registered as a Fit and Proper Person.
The intention of the regulations is to improve the management of mobile home or caravan sites and ensure the welfare and safety of the site occupiers.
From 1 October 2021, mobile home and caravan site owners, or their appointed managers, must appear on a register of Fit and Proper Persons.
From 1 October 2021 it will be an offence to:
- operate a caravan site in contravention of the Fit and Proper Person regulations;
- to withhold information or provide false or misleading information related to a Fit and Proper Person registration;
- fail to comply with any conditions related to a Fit and Proper Person registration.
Basildon Council has introduced the following two policies which will be referred to when processing applications to be registered as a fit and proper person to manage a mobile home or caravan site.

Applicants are advised to contact Basildon Council's Environmental Health Services in the first instance to: discuss their mobile home and/or caravan site, obtain an application form and be advised of the relevant fee.
