Hackney Carriage and Private Hire Transfer of Interest
If you wish to sell your licensed Hackney Carriage or Private Hire Vehicle to another proprietor you will need to complete a transfer of interest form.
When selling a licensed Hackney Carriage or Private Hire vehicle to another proprietor, a Transfer of Interest form must be completed. The forms can be downloaded from the following links:

The completed form must then be presented to the Licensing Office, at the Basildon Centre (opens new window). The new proprietor is also required to attend.

In addition to the completed form the following information is also required:-
- A signed and dated letter confirming the transfer to another proprietor.
- A signed and dated letter from the new proprietor confirming accepted responsibility for the vehicle from a particular date.
The new proprietor must produce-
- A valid certificate of insurance covering them from the date of transfer.
- A current VOSA test certificate for the vehicle.
- The vehicle registration document in their name (once it is returned from the DVLA)
In addition, if the transfer is of a Hackney Carriage vehicle, the new proprietor must also complete a proprietorship requisition form.
If the Hackney Carriage is a wheelchair accessible vehicle, the new proprietor will have to produce a valid Passenger Assistance Training Scheme (PATS) certificate for themselves and any other person who will be driving the vehicle on their behalf.
