Community Safety Wardens

Community Safety Wardens provide a visible uniformed presence in our communities six days per week

Their primary duty is to reduce levels of anti-social behaviour and enforce the borough-wide Public Spaces Protection Order.

They also provide reassurance and assistance to all communities within our borough, with their presence improving perceptions and fear of crime.

The wardens do not replace Police Officers, instead they complement existing services and ensure a coordinated response to problems. The PSPO provides them with additional powers to support our partners, such as Essex Police, to tackle anti-social behaviour.

How do they do this?

The wardens maintain a high-profile presence in designated areas by undertaking regular pre-determined patrols on foot and in clearly marked vehicles. They engage with the local community and businesses to identify concerns, respond to local issues, report incidents, educate, and advise.

What can the wardens address?

The Community Safety Wardens can deal with a wide range of day-to-day issues that can have a detrimental impact on the community, examples include;

  • Breaches of the Public Spaces Protection Order in our towns, parks, and open spaces
  • Consuming alcohol in Basildon and Pitsea Town Centres
  • Having an open container of alcohol in Basildon or Pitsea Town Centres
  • Consuming alcohol and causing anti-social behaviour
  • Urinating and defecating
  • Car Cruising
  • Use of illegal substances
  • Anti-social behaviour
  • Environmental Issues - Littering/fly tipping/graffiti
  • Youth nuisance

What powers do the Community Safety Wardens have?

The Community Safety Wardens are provided delegated authority by Basildon Borough Council to enforce the PSPO and are accredited through the Community Safety Accreditation Scheme (CSAS). The Wardens have the following powers when on duty:

  • Issue Fixed Penalty Notices for breach of the Public Spaces Protection Order
  • Issue Fixed Penalty Notices for any of the following:
  • Graffiti and fly-posting
  • Littering
  • Causing harassment, alarm or distress
  • Disorder
  • Anti-social behaviour
  • Confiscate alcohol in a designated public place or from young persons
  •  They can request the name and address of an individual in the following circumstances:
  • For relevant Fixed Penalty Notices
  • When they have reasonable belief that the individual is acting in an anti-social manner
