Dunton Garden Suburb Background
Dunton Garden Suburb was a potential cross-boundary development opportunity to the west of Laindon (Basildon Borough) and east of West Horndon (Brentwood Borough) for 4,000 to 6,000 homes together with retail and leisure uses, Gypsy and Traveller pitches, commercial buildings, open spaces, local facilities and improved infrastructure routes. It was subject to a joint public consultation in 2015.

Expired Memorandum of Understanding
On 4th November 2014, Basildon Borough Council and Brentwood Borough Council each signed a Memorandum of Understanding (MOU) setting out the terms and conditions for the joint project to explore Dunton Garden Suburb in accordance with Section 110 of the Localism Act 2011, also referred to as the Duty to Cooperate. It expired on 4 February 2016 and has not been renewed.
